ST. CLAIR COUNTY HEALTH DEPARTMENT
NOTICE OF PUBLIC HEARING
Regarding Regulation Concerning Fluoride Addition in
Community Water Supplies
Notice is hereby given that the St. Clair County Health Department will conduct a public hearing on proposed Health Department Regulations (the "Proposed Regulations") regarding fluoride addition in community water supplies:
Tuesday, July 28, 2026
5:30 p.m. (local time)
St. Clair County Administration Building
County Commissioners Meeting Room (second floor)
200 Grand River Ave.
Port Huron, Michigan 48060
The Proposed Regulations seek to mitigate public health risks to vulnerable populations, including, women, infants and children from exposure to fluoride, which is added to community water supplies, by limiting the amount of fluoride that can be added to community water supplies without providing advance notice to the Health Department to amounts that do not exceed concentrations standards approved by the Environmental Protection Agency ("EPA"). If a municipality seeks to add fluoride to a community water supply in excess of the concentration standards approved by the EPA, the Proposed Regulations require the municipality to provide written notice to the Health Department and to make educational information available to the public.
Twenty (20) days or more after the public hearing the Proposed Regulations will be submitted to the St. Clair County Board of Commissioners for consideration. The regulations submitted to the St. Clair County Board of Commissioners may be as proposed or as amended after the public hearing. If the Proposed Regulations are approved by the St. Clair County Board of Commissioners the Proposed Regulations will take effect 45 days after approval, unless the Board of Commissioners establishes a different effective date. All individuals present at the public hearing will be afforded a reasonable opportunity to be heard and comment on the Proposed Regulations. No action to approve the Proposed Regulations will be taken at the public hearing.
If you are unable to attend and would like to submit comments for consideration, please submit them in person or by mail to the St. Clair County Health Department, 220 Fort Street, Port Huron, Michigan 48060 or by email to healthdept@stclaircounty.org. All written correspondence received prior to or at the public hearing will be considered. Anyone planning to attend the public hearing who has need of special assistance under the American with Disabilities Act (ADA) is asked to contact St. Clair County Administration at (810) 989-6900 forty-eight (48) hours prior to the meeting to discuss arrangements.
