PROGRAMMATIC DETERMINATION OF NONSIGNIFICANCE
Description of Proposal: Add a new subsection to KCC 16.04 Land Division and Development; General Provisions, titled "Boundary Line Adjustments", to provide requirements and review processes for boundary line adjustments between existing properties. Corresponding amendments will also be made to Title 17 Zoning for consistency.

The lead agency for this programmatic, non-project action has determined that the DNS does not have a probable significant adverse impact on the environment. Accordingly, an environmental impact statement (EIS) is not required under RCW 43.21C.030(2)(c). This decision was made after review of a completed environmental checklist and other information on file with the lead agency. This information is available to the public on request.
This programmatic DNS is issued under WAC 197-11-340(2) and is not administratively appealable under chapter 21.04 KCC. The lead agency will not further act on this proposal for 14 days from the date below. Comments must be submitted by January 27, 2026.
COMMENTS:
This is a non-project action per WAC 197-11-704(2)(b). Review and adoption of BLA regulations by the Kitsap County Board formally begins with a public hearing before the Planning Commission on February 3, 2026.
