STATEMENT OF COUNCIL PROCEEDINGS
June 1, 2026, 6:00 p.m.
The City Council of Boone, Iowa, met in regular session in the City Hall Council Chambers on June 1, 2026, at 6:00 p.m. with Mayor Casotti presiding. The meeting was also available via Zoom. The following Council Members were present: Hammer, Henson, Kahookele, Moorman, Hilsabeck, Williamson, and Angstrom. Absent: none.
Moorman moved; Williamson seconded to approve the agenda as presented. Ayes: Henson, Kahookele, Moorman, Hilsabeck, Williamson, Angstrom, and Hammer. Nays: none.
Kim Adams, President of the Board of Directors for the Boone Area Humane Society, presented a request for an 8% increase to the animal welfare services contract with the City. The current annual contract amount is $93,695. After discussion, Moorman moved; Hammer seconded to approve a 2% increase to the contract for animal welfare services. Ayes: Kahookele, Moorman, Hilsabeck, Williamson, Angstrom, Hammer, and Henson. Nays: none.
Moorman moved; Angstrom seconded to approve Resolution 3538 setting dates of a consultation and a public hearing on a proposed Amendment No. 12 to the Southeast Boone Urban Renewal Plan in the City of Boone, State of Iowa. Ayes: Moorman, Hilsabeck, Williamson, Angstrom, Hammer, Henson, and Kahookele. Nays: none.
Henson moved; Hilsabeck seconded to approve Resolution 3539 determining the necessity and setting dates of a consultation and public hearing on a proposed East Central Housing Urban Renewal Plan for a proposed Urban Renewal Area in the City of Boone, State of Iowa. Ayes: Hilsabeck, Williamson, Angstrom, Hammer, Henson, Kahookele, and Moorman. Nays: none.
Angstrom moved; Henson seconded to set a public hearing for July 6, 2026, at 6:00 p.m. to review an application for a State Revolving Fund (SRF) Loan and to make available to the public the contents of an environmental information document and the City's project plan. Ayes: Williamson, Angstrom, Hammer, Henson, Kahookele, Moorman, and Hilsabeck. Nays: none.
Citizen Beatrice Upah addressed the Council and again requested that the City consider adopting a regulated chicken ordinance.
Henson moved; Hilsabeck seconded to approve Resolution 3540 in support of a Workforce Housing Tax Credit Incentive Application for submission to the Iowa Economic Development Authority (IEDA) for a housing project by Seymour Properties, LLC. Ayes: Angstrom, Hammer, Henson, Kahookele, Moorman, Hilsabeck, and Williamson. Nays: none.
Williamson moved; Henson seconded to approve Resolution 3541 approving a professional services agreement with Dixon Engineering, Inc. for the Industrial Road Spheroid Water Tower Rehabilitation Project. Ayes: Hammer, Henson, Kahookele, Moorman, Hilsabeck, Williamson, and Angstrom. Nays: none.
Moorman moved; Williamson seconded to approve Resolution 3542 authorizing the execution of a sales agreement for the purchase of a 2027 International HV507 4x2 plow truck from Ascendance Trucks Midwest, LLC. Ayes: Henson, Kahookele, Moorman, Hilsabeck, Williamson, and Angstrom. Nays: Hammer.
Williams reminded the Council of the Library's Summer Reading Carnival, Monday, June 8, 2026, from 4:00 p.m. to 7:00 p.m.
Cornelis reported that the municipal pool will open on June 2, 2026, at 12:00 p.m. for adult swim and from 1:00 p.m. to 8:00 p.m. for public swimming, marking the start of regular operating hours. He also stated that staff have begun clearing fallen trees and performing cleanup activities within McHose Park in preparation for RAGBRAI.
Angstrom moved; Hilsabeck seconded to approve adding Zachary Barden, Wyatt Sharp, Preston Swenson, and Shaydon Thurman to the Certified Civil Service list for Police Officers. Ayes: Kahookele, Moorman, Hilsabeck, Williamson, Angstrom, Hammer, and Henson. Nays: none.
Hilsabeck moved; Williamson seconded to approve out-of-state travel for Detective Mayse to testify pursuant to a subpoena in Madison County, Ohio. Ayes: Moorman, Hilsabeck, Williamson, Angstrom, Hammer, Henson, and Kahookele. Nays: none.
Angstrom moved; Henson seconded to approve Resolution 3543 approving the execution of a 28E agreement between the City of Boone and the Boone School District concerning the School Resource Officer Program increasing the contract 1.5% annually for three (3) years, effective July 1, 2026. Ayes: Hilsabeck, Williamson, Angstrom, Hammer, Henson, Kahookele, and Moorman. Nays: none.
Henson moved; Williamson seconded to authorize Elmquist to submit an application for a Community Development Block Grant (CDBG) for the development of four (4) upper-story apartment units at 926 8th Street, with grant funding requested in the amount of $100,000 per unit. Ayes: Williamson, Angstrom, Hammer, Henson, Kahookele, Moorman, and Hilsabeck. Nays: none.
The Council discussed and agreed to authorize Elmquist to advertise and conduct a search for a Finance Officer through various professional organizations and to establish a screening committee consisting of finance professionals, an accountant, and a banker to review the applications and recommend three (3) to five (5) finalists for Council interviews.
Williamson moved; Kahookele seconded to authorize Elmquist to advertise a full-time Assistant Finance Officer position through Iowa State University, Drake University, and the University of Iowa to be responsible for accounts payable, payroll backup duties, and managing and tracking project expenditures. Ayes: Angstrom, Hammer, Henson, Kahookele, Moorman, Hilsabeck, and Williamson. Nays: none.
Elmquist stated that the Airport has invited the Council to view its new security system on June 8, 2026, at 5:00 p.m.
Mayor Casotti asked if there were any questions or items to be removed from the Consent Agenda; no requests were made.
Williamson moved; Hilsabeck seconded to approve the following items on the Consent Agenda: 1) Minutes of previous meetings. 2) Bills payable. 3) Alcohol license renewal for Cobblestone Inn & Suites. 4) Alcohol license renewal for La Carreta. 5) Alcohol license renewal for VFW Post 817. 6) Resolution 3544 approving a bid proposal from R.H. Grabau Construction, Inc. for the Green Space Stage Replacement Project in the amount of $92,450. 7) Resolution 3545 approving Fiscal Year 2027 salary adjustments for full-time non-union, Department Heads, City Administrator, and part-time employees. 8) Reappoint Terry Moorman to Boone Economic Growth as primary for a three (3) year term, expiring June 30, 2029. 9) Reappoint Ondrea Elmquist to Boone Economic Growth as ex-officio for a three (3) year term, expiring June 30, 2029. Henson moved; Moorman seconded to approve the third reading of Ordinance 2326 to allow the City of Boone, Iowa to dissolve the Arts Advisory Board, pursuant to Code of Ordinance 33.08. Ayes: Henson, Kahookele, Moorman, Hilsabeck, Williamson, Angstrom, and Hammer. Nays: none.
Hilsabeck moved; Hammer seconded to adopt Ordinance 2326 to allow the City of Boone, Iowa to dissolve the Arts Advisory Board, pursuant to Code of Ordinance 33.08. Ayes: Kahookele, Moorman, Hilsabeck, Williamson, Angstrom, Hammer, and Henson. Nays: none.
Williamson moved; Henson seconded to approve the second reading of Ordinance 2327 to allow the City of Boone, Iowa to dissolve the Boone Area Summer Swim Team Board, pursuant to Code of Ordinance 29.06. Ayes: Moorman, Hilsabeck, Williamson, Angstrom, Hammer, Henson, and Kahookele. Nays: none.
The Mayor reiterated his interest in seeing Story Street and South Story Street lined with flags in recognition of the 250th anniversary of the United States.
Moorman advised that the outline regarding the Arts program has been sent to City Attorney Raphael Montag for review. Moorman also noted that Nights on the Green is scheduled for Friday, June 5, 2026, at 5:00 p.m.
Kahookele stated that the Farmer's Market will begin Thursday, June 4, 2026, on 9th Street in front of the Chamber building. Kahookele stated that a new cocktail establishment will be opening in Boone at 705 Story Street.
There being no further business to come before the Council, the meeting adjourned at 6:58 p.m.
