STATEMENT OF COUNCIL PROCEEDINGS
March 25, 2026, 6:00 p.m.
The City Council of Boone, Iowa, met in a special session in the City Hall Council Chambers on March 25, 2026, at 5:00 p.m. with Mayor Casotti presiding. The meeting was also available via Zoom. The following Council Members were present: Hammer, Henson, Moorman, Hilsabeck, Williamson, and Angstrom. Absent: Kahookele.
Moorman moved; Williamson seconded to approve the agenda as presented. Ayes: Henson, Moorman, Hilsabeck, Williamson, Angstrom, and Hammer. Nays: none.
The Council led a discussion regarding the City-Wide Cleanup Program, that began in 2006. Public Works Director/Project Manager advised that the program costs between $35,000.00 and $40,000.00 per year, this includes full and part-time staff wages, equipment repairs, fuel, and landfill charges for tonnage over the tons that the County has waived. Currently County waives 65 tons. Several Council Members and Mayor Casotti stated that they had an overwhelming number of constituents that were in favor of keeping the program compared to those that were in favor of eliminating the program.
John Roosa, Administrator of Boone County Landfill, presented alternatives that other communities do in Boone County, such as not holding the event every year, setting up dump sites, or Ames holds the Rampage Event. Other options discussed by Council included: skipping a year, moving the dates, providing clearer details to the program on what is acceptable items and strict policies on refusing piles.
Henson moved; Williamson seconded to move the dates of the City-Wide Cleanup to the Fall of 2026, direct staff to modify the Program Guidelines, and bring back the Guidelines for final approval. Ayes: all those in attendance. Nays: none.
There being no further business to come before the Council, the meeting adjourned at 5:52 p.m.
