STRATFORD BOROUGH JOINT LAND USE BOARD
NOTICE OF PUBLIC HEARING
PLEASE TAKE NOTICE that on March 26, 2026 at 6:30 P.M., the Borough of Stratford Joint Land Use Board (the "Board") shall hold a public hearing at the Borough of Stratford Public Safety Building, located at 315 Union Avenue, Stratford, New Jersey 08084 to review and take formal action upon the application of Tiangang Zhuang, ("Applicant") for amended minor site plan approval (and preliminary and final major site plan approval, if required) and d(1) use variance and/or conditional use approval (if required) (the "Application"), with respect to property having a street address of 1 Colby Avenue, Stratford, New Jersey and being designated as Block 3, Lot 1 on the Borough of Stratford ("Borough") Tax Duplicate (the "Property").
The Property previously received minor site plan approval by way of resolution #2018-1, memorialized on March 22, 2018 ("Prior Resolution"), for the conversion of an existing office building into twenty (20) residential units for Veterans housing (a Veteran's housing facility). The Prior Resolution granted minor site plan approval, use variance approval to permit a medical office in the O Office District to be converted to residential apartments, bulk (c) variance relief to permit an existing non-conforming rear yard setback of 10.1 feet, and a waiver from providing an 8 foot continuous screening buffer.
In this Application, Applicant seeks amended site plan approval to utilizing the existing sanitary sewer connection to connect to existing sewer infrastructure rather than construct a new sewer main; retain the concrete walkway at the rear of the building rather than removing same; reduce the scope of proposed landscaping, particularly near the utility poles; install the proposed trash enclosure on existing asphalt behind a privacy fence and retain the existing pylon sign.
Applicant is not aware of any new or additional variances or design waivers required by the Application, but as part of the Application, Applicant also seeks any additional exceptions, waivers, submission waivers, de minimis exceptions to the State of New Jersey Residential Site Improvement Standards, design waivers, variances, interpretations, modifications of conditions of prior approvals, continuation of any preexisting nonconforming conditions, deviations and other approvals reflected on the filed plans (as same may be further amended or revised from time to time without further notice) as may be determined to be necessary during the review and processing of the Application by the Board and its professional staff.
When the Application is called, interested parties may appear at the public hearing or any adjournment thereof either in person or by attorney, ask questions, present evidence and offer statements or documentation that may be relevant to the Application. The public hearing may be continued without further notice on such additional or other dates as the Board may determine. You are hereby notified that you should make diligent inquiry of the Board's office and review the Borough's website concerning adjournments, postponements, or continuations on the public hearing.
The Application, Prior Resolution and supporting materials (including maps and plans) will be available for public inspection at least ten (10) days before the public hearing. Copies of the materials will be located at the office of the Borough of Stratford Joint Land Use Board at the Borough of Stratford Borough Hall, located at 307 Union Avenue, Stratford, New Jersey 08084, and are available there for inspection during regular business hours.
