Regular Meeting
April 14th, 2026
President Stewart Fett called the regular meeting of the Utilities Commission to order at 12:00 p.m. Roll call: President Fett, Mayor David Ward, Commissioners Seth Wiederanders, Steve Christoferson, Dina Boettcher, and Gary Nault were present. Commissioner Dan Williams was excused. Also present were General Manager James Stawicki, Electric Utility Manager Jason Bieri, Water/Sewer Utility Manager Jeff Hoffman, and Christine Coulthurst.
Agenda item number 11 (Discussion and consideration of stormwater retention ponds in SBU's zones of contribution) was moved to agenda item number 4a. Ward/Boettcher to adopt the amended agenda (complete copy on file at the Utility office). Motion carried.
Susan Hilsabeck and Chris Kellems were present and made comments pertaining to the retention ponds and flooding/drainage throughout the city.
Wiederanders/Christoferson to approve the minutes of the regular Commission meeting held on March 10th, 2026. Motion carried.
Consideration of stormwater retention ponds in SBU's zones of contribution, agenda item 11, was discussed next. Ward/Nault to approve the regulated use permit. Motion carried.
The Commission proceeded to review the bills for March in the amount of $2,449,412.47. Fett/Boettcher to approve payment of the bills. Motion carried.
The February 2026 financials were presented. Ward/Christopherson to accept the financials. Motion carried.
General Manager Stawicki reported on the current investments and their allocations. No formal action was taken.
Next was consideration of a voluntary capital contribution to ATC. The contribution of $73,961.00 is due on April 30th, 2026. Ward/Wiederanders to approve the ATC contribution of $73,961.00 due April 30th, 2026. Motion carried.
Next was consideration of sewer rate increase effective July 1, 2026. Nault/Boettcher to approve a 15% sewer rate increase. Motion carried.
Christoferson/Wiederanders to approve the recommendation to City Council to approve Clean Water Fund loan 4027-08 at the May 8th City Council meeting. Motion carried.
Electric Utility Manager Bieri then presented the 2025 annual benchmarking report for electric reliability.
The operations report was presented by Water/Sewer Utility Manager Hoffman and Electric Utility Manager Bieri. Fett/Boettcher to accept the operations report for March. Motion carried.
Council members updated the Commission members on City-related activities and developments.
The next item of business was the General Manager's report:

b) Focus on Energy report
c) DCEDC Annual Investors' Luncheon
d) WPPI Energy contract extension
e) PGS Net Metering Tariff
Ward/Boettcher to adjourn. Motion carried. The meeting adjourned at 1:30.
