SWEPCO PUBLIC NOTICE
Notice is hereby given pursuant to Article IV, Section 21 (D) (1) of the Louisiana Constitution that Southwestern Electric Power Company ("SWEPCO"), an electric public utility supplying retail electric service to approximately 231,000 customers in eleven Parishes in the State of Louisiana through its retail business, and who also serves customers in Arkansas and Texas, filed with the Louisiana Public Service Commission ("LPSC") its Application for approval of its proposed System Improvement Plan ("SIP"). SWEPCO is committed to providing safe and reliable electric service in Louisiana, and the proposed SIP is the next stage in the Company's ongoing efforts toward that goal.
SWEPCO's proposed System Improvement Plan is made to complement and enhance the Company's existing resiliency investments, to harden the distribution system such that the Company can either prevent, better withstand, mitigate, and more promptly recover from resiliency events. The proposed SIP has been designed as a broad set of projects, including approximately $401.8 million (nominal) in resiliency projects, which would trim approximately 6,095 line-miles of Right of Way and harden over 629 line-miles over roughly four years. If approved, the SIP will enable SWEPCO to better withstand, adapt to, and recover from future events in its service territory. The eleven Parishes through which SWEPCO's service area extends in Louisiana are: Bossier, Bienville, Caddo, DeSoto, Grant, Natchitoches, Red River, Sabine, Webster, Winn, and Vernon.
On November 21, 2025, SWEPCO filed its Application with supporting exhibits, captioned In Re: Application of Southwestern Electric Power Company for Authorization of (I) the System Improvement Plan (II) Related Rate Recovery and (III) Expedited Treatment, submitted in accordance with the Commission's Rules. Pertinent docket information is provided in the Commissions Official Bulletin. The proposed rate change is sought primarily to recover the cost associated with the proposed System Improvement Plan, includes a proposed Rider and for other costs to be placed into a regulatory asset, if approved by the Commission. SWEPCO's application filed with the LPSC may be viewed in the office of the LPSC in Baton Rouge, Louisiana, and also on the LPSC's website (www.lpsc.louisiana.gov).
