Description of proposal - The SR 305/Klebeal Creek – Remove Fish Barrier project will remove an existing culvert (4 ft diameter and 201 ft long) on SR 305 MP 7.28 (barrier ID 991958) currently acting as a fish passage barrier and replace it with a bridge (with a minimum hydraulic opening of 26 ft). The general work activities consist of clearing and grubbing, earthwork, bridge construction, paving, stream profile realignment, streambed restoration, water management, traffic control, and other work.

The lead agency for this proposal has determined that this proposal will not have a probable significant adverse impact on the environment. An environmental impact statement (EIS) is not required under RCW 43.21C.030. We have reviewed the attached Environmental Checklist and Vicinity Map. This information is available to the public upon request. This determination is based on the following findings and conclusions:
All proposed improvements that involve grading, excavation, or clearing will be designed and constructed in accordance with the latest version of the WSDOT Highway Runoff Manual and TESC Manual, as applicable. Erosion control BMPS will be used to prevent or mitigate potential erosion during construction as described in the project's Temporary Erosion Control (TESC) plan.
Areas of temporary disturbance will be reseeded/planted with native vegetation to minimize erosion. Trees, native grasses, and shrubs will be planted throughout the project site to restore the current ecological function of the area.
Construction activities may generate small amounts of dust, but air quality is expected to return to current levels after construction is complete. BMPs will be used to control dust as needed.
A Section 404 Nationwide Permit, a Hydraulic Project Approval, and a Coastal Zone Management Act Consistency Determination will be obtained prior to any work taking place. Runoff from rainfall will infiltrate into nearby soils. A Spill Prevention, Control, and Counter Measures Plan (SPCC) will be developed, and Best Management Practices will be implemented for spill prevention and control.
Project BMPs will be used to prevent impact to nearby habitat. No endangered species or habitat have been identified within project limits.
6. Electrical energy will be used to power proposed improvements that include intersection illumination and bus stop lighting. Negligible amounts of energy will be used by vehicles and equipment during construction of improvements.
This project would not result in any permanent change in noise reception. Noise levels are expected to rise during construction, which is anticipated to be completed between the work hours of 7 a.m. and 10 p.m.
The project will not affect current land use of adjacent or nearby properties.
No historic properties have been identified within the project area and no disturbance to cultural resources are expected. An inadvertent discovery plan will be developed for the construction phase, for in the unlikely event that cultural resources are identified during construction.
No additional transit is anticipated because of the project. The project is being constructed to accommodate existing traffic. WSDOT will coordinate construction related traffic restrictions with local school districts, emergency medical services, media, Kitsap Transit, and the public, prior to and during the construction phase.
