Statement of Qualifications for Legal Counsel The Stark/Carroll/Columbiana Regional Transportation Project Governing Board (RTIP Board) is seeking Statements of Qualifications (SOQs) from experienced Ohio-based legal firms to provide professional legal services. These services will support the RTIP in reviewing applicable state laws and ensuring consistency and compliance of a Memorandum of Understanding (MOU) with the Ohio Department of Transportation (ODOT) under Section 5595 of the Ohio Revised Code (ORC), including the formation of an Enterprise allowed under the ORC. Companies interested in submitting a Statement of Qualifications may do so by submitting one (1) electronic copy by no later than 4:00pm local time on October 16, 2025 to Angela Kinsey, Stark County Auditor at amkinsey@starkcountyohio.gov.
