ADVERTISEMENT FOR BIDS AND
GENERAL CONTRACTOR PRE-QUALIFICATION
Sealed proposals will be received by The University of Alabama Huntsville, at the Physical Plant Building (PPB) conference room 120, located at 1000 John Wright Drive NW, Huntsville, AL 35805 until 10:00 am CST, on January 13, 2026 for: Center for Cybersecurity Research, Education and Advanced Training at which time and place they will be publicly opened and read.
A Pre-bid conference will be held at 10:00 am CST, on December 18, 2025 at the Bevill Center, located at 550 Sparkman Drive, Huntsville, AL 35816.
This project consists of modifying/renovating approximately 90,000 square feet of the existing Bevill Center on the campus of The University of Alabama Huntsville. All interior appurtenances as well as mechanical, electrical, plumbing and fire protection shall be removed and re-installed. Exterior work shall consist of brick removal/replacement, installation of curtain wall/storefront glazing systems as well as a complete re-installation of the roofing system.
Only general contractors who have been approved to bid pursuant to prequalification procedures and criteria established by the Owner will be eligible to bid the project. The deadline for submission of Pre-Qualification Proposals is 5:00 p.m., on October 28, 2025
Upon acceptance of qualifications, General Contractors may obtain PDF formatted Bid Documents from the Architect upon providing contact information. This contact information (email) is required and will be used for electronic distribution of any addenda or other information. Addenda and other information will be issued only to holders of drawings and specifications distributed by the Architect. General Contractor(s) requesting and receiving documents, who decide not to bid project, must provide MINIMUM seven (7) days notice prior to bid date.
Drawings and specifications may be examined at the office of McMillan Pazdan Smith Architects, 100 Church Street, Suite 700, Huntsville, AL 35801.
In addition, hard copies of Bid Documents may be obtained from Datatek Reprographics at 2108 Island Circle, Huntsville, AL 35801. Printing costs will not be refunded. Subcontractors and suppliers may obtain Bid Documents thru a qualified bidding contractor or Datatek.
A cashier's check or bid bond payable to The University of Alabama Huntsville in an amount not less than five (5) percent of the amount of the bid, but in no event more than $10,000, must accompany the bidder's proposal. Performance and Payment Bonds and evidence of insurance required in the bid documents will be required at the signing of the Contract.
McMillan Pazdan Smith Architecture makes no guarantee for plans and specifications obtained by Contractors and Vendors from sources other than the Architect. Contractors and Vendors who base their pricing from documents obtained from other electronic sources, either in part or whole, do so at their own risk.
Bids must be submitted on proposal forms furnished by the Architect (Engineer) or copies thereof. All bidders bidding in amounts exceeding that established by the State Licensing Board for General Contractors must be licensed under the provisions of Title 34, Chapter 8, Code of Alabama, 1975, and must show evidence of license before bidding or bid will not be received or considered by the Architect (Engineer); the bidder shall show such evidence by clearly displaying his or her current license number on the outside of the sealed envelope in which the proposal is delivered. The Owner reserves the right to reject any or all proposals and to waive technical errors if, in the Owner's judgment, the best interests of the Owner will thereby be promoted.
Notice of Sales & Use Tax Exemption: Materials incorporated into the Work are exempt from sales and use tax pursuant to Alabama Act No. 2013-205 (effective October 01, 2013). The contractor and their subcontractors shall be responsible for complying with rules and regulations of the Sales, Use, and Business Tax Division of the Alabama Department of Revenue regarding certificates and other qualifications to claim such exemption when making qualifying purchases from vendors. The Owner shall not consider claims for additional costs resultant of the contractor's, or their subcontractor's, failure to comply with such rules and regulations.
Alabama Law (Section 41-4-116, Code of Alabama 1975) provides that every bid submitted and contract executed shall contain a certification that the vendor, contractor, and all of its affiliates that make sales for delivery into Alabama or leases for use in Alabama are registered, collecting, and remitting Alabama state and local sales, use, and/or lease tax on all taxable sales and leases into Alabama
Alabama Immigration Law (Act 2011-535 and codified in state law as Title 31, Chapter 13 of the Code of Alabama 1975, amended by Act No. 2012-491) requires the University to require all Contractors to enroll in the E-Verify program and to provide documentation of enrollment in the E-Verify program with their contracts or agreements. This is applicable to all General Contractors and Subcontractors performing work on a University project.
Nonresident bidders must accompany any written bid documents with a written opinion of an attorney at law licensed to practice law in such nonresident bidder's state of domicile, as to the preferences, if any or none, granted by the law of that state to its own business entities whose principal places of business are in that state in the letting of any or all public contracts.
