TOWNSHIP OF CLINTON ZONING BOARD OF ADJUSTMENT
NOTICE OF MARCH 23, 2026 PUBLIC HEARING
PLEASE TAKE NOTICE that on March 23, 2026 at 7:00 p.m., or as soon thereafter as the Board may reach the application, the Clinton Township Zoning Board of Adjustment will continue the public hearing on the application of Adult & Teen Challenge of New Jersey for use variance approval. The property which is the subject of the application is shown on the tax maps as Block 19, Lots 31 & 32 and located at 245 Stanton Mountain Road, Clinton Township, N.J. The hearing will be held in the 3rd floor Council Chambers of the Clinton Township Public Safety Building, 1370 Route 31 North, Annandale, N.J. 08801.
The use variance is requested to allow the use of the property as a faith-based para-church ministry, a use which is not permitted in the RC Zone in which the property is located. The proposed use allows persons receiving services to reside on the property for short periods of time, up to 12 months, during which they receive faith-based counseling and other assistance to help them recover from substance abuse. The program provides no medical services of any kind.
The use variance has been bifurcated from the previously filed application for preliminary and final site plan approval, and that site plan application is not the subject of hearings at this time. The use variance application requests the right to continue the use on the property since 2015, with minor improvements as shown on the bifurcated site plan, including: increasing the existing 3,320 square foot dining hall by adding @ 1,146 square feet; increasing the existing 2,715 square foot chapel by adding @ 824 square feet for a deck and storage room; adding a sixth garage, @ 1,200 square feet in size; legalizing two garages added by the prior property owner (garage #1, @ 580 SF, garage #3, @ 810 SF); adding a @ 40' by 30' pole barn; and adding parking spaces and related site improvements.

Members of the public may observe, participate personally or through an attorney and/or testify in favor of or in opposition to the application at the appropriate time during the public hearing.
If any variances, design standard waivers/site plan exceptions or other relief are determined to be necessary in the course of review by the Zoning Board or Board Professionals, the Applicant hereby requests that such relief be granted as part of the application.
