TOWNSHIP OF MILLBURN NOTICE OF 2025 PROFESSIONAL CONTRACT The Charter Study Commission of the Township of Millburn has awarded the following professional contract without competitive bidding unless otherwise noted, pursuant to N.J.S.A. 40A:11-2(6) and N.J.S.A. 40A:11-5(1)(a)(i) and/or N.J.S.A. 40A:11-5(a)(a)(ii) at their December 30, 2025 meeting (confirming approval from December 18, 2025 meeting). Once executed, this contract and the resolution authorizing it is available for public inspection in the Office of the Township Clerk, Millburn Town Hall, 22 East Willow, Millburn, NJ 07041. The contract is authorized for one year through December 31, 2026. Professional Service – Legal Services to Millburn Township Charter Study Commission Awarded to: Michael L. Collins, Esq., King, Moench & Collins LLP Service: Legal services for the Millburn Charter Study Commission to fulfill its statutory obligations Amount: Legal services will be provided at a blended hourly rate of $225.00 per hour, not to exceed $45,000.00 without prior Commission approval. A blended hourly rate of $175.00 per hour will apply after the $45,000.00 limit has been reached, subject to prior Commission approval for any additional expenditure.
