Tellico Area Services System - Water Treatment Plant Expanion 2026
Bids for the construction of the Project will be received at TASS' office located at 505 Clearview Dr., Maryville, TN, until Thursday, April 30, 2026, at 2:00 p.m. local time. At that time the Bids received will be publicly opened and read.
The Owner reserves the right to reject any or all bids and to waive any informalities or technicalities therein. No technical questions will be taken after 3:00 p.m. April 24, 2026.
The Project includes the following Work:
Construction of a 10.0 MGD membrane water treatment facility including: grading and site preparation, ceramic membrane treatment skids and auxiliary equipment, new raw water pumps, a new high service pump, a raw water intake screen, chemical storage tanks and feed equipment, a 70,000 gallon feed water storage tank, a 13,600 sq. ft. pre-engineered metal building, and auxiliary equipment as indicated.
Obtaining the Bidding Documents
The Issuing Office for the Bidding Documents is:

Prospective Bidders may obtain or examine the Bidding Documents at the Issuing Office on Monday through Thursday between the hours of 8:00 a.m. and 5:00 p.m. and may obtain copies of the Bidding Documents from the Issuing Office as described below. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including addenda, if any, obtained from sources other than the Issuing Office.
Printed or electronic copies of the Bidding Documents may be obtained from the Issuing Office by paying $100 for each set, non-refundable. Make deposit checks for Bidding Documents payable to C2RL, Inc.
Bidding Documents may be purchased from the Issuing Office during the hours indicated above. Cost does not include shipping charges. Upon Issuing Office's receipt of payment, printed Bidding Documents or electronic documents will be sent via the prospective Bidder's delivery service.

Pre-bid Conference
A pre-bid conference for the Project will be held on April 14, 2026 at 2:00 p.m. at TASS' office at 505 Clearview Dr. Maryville, TN. Attendance at the pre-bid conference is encouraged but not required.
Instructions to Bidders.
Each bid shall be accompanied by a Certified Check on a solvent bank or a Bidder's Bond issued by a Surety Company licensed to operate in the State of Tennessee, in the amount of five percent of the total bid price, as a guarantee that if the bid is accepted, the Bidder will enter into a con¬tract and execute the Performance and Payment Bonds in the form and within the time specified.
The successful Bidder will be required to execute a Performance Bond and a Payment Bond, each in the amount of 100 percent of the Contract, issued by a Surety Company licensed to operate in the State and shall be named in the current list of "Companies Holding Certificates of Authority as Acceptable Sureties on Federal Bonds and as Acceptable Reinsuring Companies" as published in Circular 570 (amended) by the Audit Staff Bureau of Accounts, U.S. Treasury Department.
Each Bidder shall be a licensed Contractor as required by the regulations of the State of Tennessee General Assembly's Contractor's Licensing Act of 1976, and all amendments thereto in effect on bid receipt date. License number, expiration date, and license classification shall be shown on the outside of the envelope containing the bid of the General Contractor. The license number, expiration date, and license classification shall also be shown for the electrical subcontractor, plumbing subcontractor, and mechanical subcontractor. Failure to show these items on outside of envelope will result in bid being returned to Bidder unopened.
Each Bidder shall be in compliance with the Iran Divestment Act and certifies that it is not currently engaged in, and covenants that it will not, for the duration of the Contract, engage in a Boycott of Israel, as that term is defined in Tenn. Code Ann. § 12-4-127. The successful Bidder shall provide certification of compliance with these acts upon request.
No Bidder may withdraw his bid for a period of sixty (60) days after date of actual bid opening, without Owner's consent.
