WHY THIS NOTICE? The Department of Toxic Substances Control (DTSC) has prepared an Explanation of Significant Differences (ESD) to inform the public of a change to the selected remedy in the 2021 Removal Action Workplan (RAW). The RAW was prepared for the former Ventura Manufactured Gas Plant located at 1555 North Olive Street (Site). The Comprehensive Environmental Response, Compensation and Liability Act (CERCLA) and Code of Federal Regulations (CFR) Title 40, Section 300.435(c)(2)(i), requires an ESD to be prepared when significant changes in the scope, performance, or cost of a remedy adopted by an approved removal action decision document (RAW) occurs but does not fundamentally alter the remedy selected. DTSC determined that the modified remedy remains protective of human health and the environment.
Environmental site investigations were conducted at the 8.5 acres Site between 2004 and 2020 for soil, soil vapor, and groundwater. The soil contaminated with polycyclic aromatic hydrocarbons (PAHs), arsenic, lead, and total petroleum hydrocarbon (TPH) from past operations at the Ventura Manufactured Gas Plant. The selected remedy in the original RAW accounted for the excavation and off-Site disposal of approximately 2,500 tons of impacted soil. The final excavation included an additional 15,120 tons of impacted soil, including unknown TPH-contaminated soil along the western boundary of the Site and from the excavation of a perimeter trench was not formerly identified in the RAW. The removal areas were determined based on field observations and confirmation sampling, ensuring that all accessible soil exceeding the remediation action goals were properly removed and disposed. DTSC has determined that this change constitutes a significant, but not fundamental, change in the remedy. Hence, this ESD was prepared.
