The New Hampshire Coastal Program (NHCP) is reviewing the following activity for consistency with its enforceable policies:
The U.S. Army Corps of Engineers (USACE) is proposing to issue the following three Regional General Permits (RGPs) that would apply in all six New England states: 1) RGP A – Boat Ramps; 2) RGP B - Dredging, Placement of Dredged Material, Beach Nourishment, Rock Relocation, Rock and Debris Removal, and Recreational Beach Grading and Raking; and 3) RGP C – Structures and Moorings. The RGPs will replace the current state-specific RGPs and align with the USACE's Nationwide Permits, which were recently implemented in the New England District in March 2026. The RGPs are planned to take effect in early 2027 and will continue to streamline the review of regulated activities under USACE jurisdiction, pursuant to Section 404 of the Clean Water Act and Section 10 of the Rivers and Harbors Act of 1899.
The deadline for written comments on the above proposal is July 31, 2026. For additional information please visit the NHCP web site at https://www.des.nh.gov/public-comment-opportunities?category=Coastal, or contact Christian Williams at (603) 559-0025 or christian.p.williams@des.nh.gov.
