URBANDALE SANITARY SEWER DISTRICT MINUTES OF MEETING ORDERING PLANS AND SPECIFICATIONS; AND TO PROVIDE FOR NOTICE OF HEARING ON PLANS AND SPECIFICATIONS AND FOR THE TAKING OF BIDS FOR CONSTRUCTION The Board of Trustees of the Urbandale Sanitary Sewer District in the County of Polk, State of Iowa, met in regular session at the Urbandale Community Development & Engineering/ Public Works Building, 3600 86th Street, Urbandale, Iowa, at 3:30 o'clock p.m. on the 28th day of August, 2025. The meeting was called to order by the President and the roll being called, there were present D.J. Nawrocki, President, in the chair, and the following named members of the Board of Trustees: Bill Henry and Joseph Sassatelli. The Trustees next took up and discussed matters relating to the proposed Merle Hay Road Lift Station Force Main Replacement Project, and heard from the District's Attorney and the District Engineer regarding such project. In addition, the Trustees reviewed the reports from the Project Engineer regarding said project. After further consideration and discussion, Trustee D.J. Nawrocki introduced and moved the adoption of the resolution entitled "Ordering Preparation of Detailed Plans, Specifications, Notice of Hearing and Letting the Form of Contract." The motion was seconded by Trustee Joseph Sassatelli and passed with record vote as follows: Ayes: Sassatelli, Nawrocki and Henry. Nays: None. Thereupon, the resolution was declared adopted, as follows: RESOLUTION NO. 1-8-28-25 ORDER PREPARATION OF DETAILED PLANS, SPECIFICATIONS, NOTICE OF HEARING AND LETTING THE FORM OF CONTRACT WHEREAS, the Board of Trustees has previously considered issues relating to the necessity of construction of a sanitary trunk sewer as part of the Merle Hay Road Lift Station Force Main Replacement Project and has designated Bob Veenstra of Greenwood Consulting, LLC as Project Engineer to study such issue; WHEREAS, the District has been requested to construct a sanitary sewer in this area; and WHEREAS, detailed plans and specifications, notice of hearing and notice of letting and notice to bidders and form of contract should now be prepared and filed with the District Clerk; NOW, THEREFORE, IT IS RESOLVED by the Board of Trustees of the Urbandale Sanitary Sewer District, as follows: Section 1. That the Project Engineer be and he is hereby instructed to prepare and file with the District Clerk detailed plans and specifications covering the Merle Hay Road Lift Station Force Main Replacement Project. Section 2. That the Project Engineer and the District's Attorney be and they are hereby instructed to prepare and file with the District Clerk notice of hearing and notice to bidders and form of contract covering the aforementioned improvement project. Section 3. That all resolutions or parts of resolutions in conflict herewith be and the same are hereby repealed. Passed and approved this 28th day of August, 2025. D.J. Nawrocki introduced and moved the adoption of the resolution entitled "To Provide for a Notice of Hearing on Proposed Plans and Specifications and Proposed Form of Contract and Estimate Costs for the Construction of the Merle Hay Road Lift Station Force Main Replacement Project for the Urbandale Sanitary Sewer District and the Taking of Bids Therefor." The motion was seconded by Joseph Sassatelli and passed with record vote as follows: Ayes: Sassatelli, Nawrocki and Henry. Nays: None. Thereupon, the resolution was declared adopted, as follows: RESOLUTION NO. 2-8-28-25 TO PROVIDE FOR A NOTICE OF HEARING ON PROPOSED PLANS AND SPECIFICATIONS AND PROPOSED FORM OF CONTRACT AND ESTIMATE COSTS FOR THE CONSTRUCTION OF MERLE HAY ROAD LIFT STATION FORCE MAIN REPLACEMENT PROJECT FOR THE URBANDALE SANITARY SEWER DISTRICT AND THE TAKING OF BIDS THEREFOR WHEREAS, detailed plans and specifications, notice of hearing and letting, form of contract and estimate of cost have been prepared and filed by the District's Engineer for the Merle Hay Road Lift Station Force Main Replacement Project ("Project") for the Urbandale Sanitary Sewer District and have been examined by the Board of Trustees; and WHEREAS, it is necessary to fix a time and place for taking bids on the Project and to advertise for sealed bids for the Project; and WHEREAS, it is also necessary to fix a time and place of public hearing on the proposed plans, specifications and form of contract and estimated cost for the Project and to provide for notice thereof. NOW, THEREFORE, BE IT RESOLVED, by the Board of Trustees of the Urbandale Sanitary Sewer District, as follows: Section 1. That the detailed plans and specifications, notice of hearing and letting, form of contract and estimate of cost, referred to in the preamble hereof, be and the same are hereby approved. Section 2. That the Project is necessary and desirable for the District, and it is in the best interests of the District to proceed toward the construction of the Project. Section 3. That the amount of the bid security to accompany each bid is hereby fixed at 10% of the amount of the proposal. Section 4. That the 17th day of September, 2025 at 2:00 p.m., at the Urbandale Community Development and Engineering Public Works Building, 3600 86th Street, Urbandale, Iowa, is hereby fixed as the time and place of taking bids for the construction of the Project. Section 5. That the 25th day of September, 2025, at 3:30 p.m., at the meeting room, Urbandale Community Development & Engineering/Public Works Building, 3600 86th Street, Urbandale, Iowa, is hereby fixed as the time and place of hearing on the proposed plans, specifications, form of contract and estimate of costs for the Project. Section 6. That the District Clerk is hereby authorized and directed to give notice of the aforesaid hearing and taking of bids by publication of notice in the Des Moines Register – Central Iowa Edition, newspapers of general circulation in the District, which publication shall be made September 8, 2025, all in conformity with Chapters 358 and 384 of the Code of Iowa. The said notices shall be in the form substantially similar to the Notice, which is attached to this Resolution. Section 7. That all provisions set out in the following form of notice are hereby recognized and prescribed by the Board of Trustees and that all resolutions or orders or parts thereof, to the extent the same may be in conflict herewith, are hereby repealed.
