ADVERTISEMENT FOR BID
Separate sealed bids on the forms prepared by the Engineer will be received by the Village of Florida at the office of the Village Clerk, Village of Florida, 33 South Main Street, Florida New York 10921 until 10:00 A.M. local time on July 14, 2026 for the "Village Hall & Senior Center ADA Accessibility Improvements – HUD Grant FY 2025", in accordance with Drawings, Specifications, and other Contract Documents prepared by Lanc & Tully Engineering and Surveying, D.P.C. at which time and place they will be publicly opened and read aloud.
The project consists of replacement of existing ramps currently noncompliant with American with Disabilities Act (ADA) requirements and installation of automatic door openers that are compliant with ADA requirements.
Plans, Information for Bidders, Specifications, and Contract Documents for the proposed work are on file and publicly exhibited at the Village of Florida Village Hall, 33 South Main Street, Florida, New York 10921, Telephone Number (845) 651-7815.
Copies of the Contract Documents may be obtained from Lanc & Tully Engineering and Surveying, D.P.C., 3132 Route 207, Campbell Hall, NY 10916 between the hours of 9:00 A.M. and 3:00 P.M. Contractors shall provide their names, correct mailing address, phone numbers and E-Mail address along with a $100.00 deposit for each set. The deposit shall be in the form of check or money order only – NO CASH, and shall be made payable to Lanc & Tully D.P.C., to be refunded in accordance with Section 102 of General Municipal Law, upon return of said document in good condition. Addenda, if any, will be issued only to those persons whose name and address are on record as having obtained the Contract Documents. Each bid shall be accompanied by an acceptable form of Bid Guarantee in an amount equal to at least five (5) % of the amount of the bid, payable to the Village of Florida as a guarantee that if the bid is accepted, the Bidder will execute the Contract and file acceptable Performance and Payment Bonds and Insurance within ten (10) days after the award of the contract. Bonds must be obtained from companies listed in the Office of Management and Budget (OMB) Circular 570.
This project is being funded in whole or in part by the Community Development Block Grant Program (CDBG) CFDA 14.218 with funds obtained from the U.S. Department of Housing and Urban Development (HUD). All bids must meet the requirements of the General Municipal Law of the State of New York and all other applicable federal, state and local statutes. All federal CDBG requirements will apply to the contract. Strict compliance with all Federal Labor Standards is mandatory. Prevailing wages established under the Davis-Bacon Act will apply to this contract. New York State law requires that the contractor pay the higher of New York State prevailing wages or Davis-Bacon, for each class of worker. The awarded contract will contain requirements addressing prevailing labor wage rates, labor standards, nondiscrimination in hiring practices, MBE and WBE outreach and participation, and 2 CFR Part 200. OWNERS RIGHTS RESERVED:
The Village of Florida, hereinafter called the Owner, reserves the right to reject any and all Bids and to waive any formality or technicality in any Bid in the interest of the Owner.
STATEMENT OF NON-COLLUSION:
Bidders are required to execute a non-collusion bidding certificate pursuant to Section 103d of the General Municipal Law of the State of New York, provide proof of registration with the New York Department of Labor as required by Labor Law §220-I, and an Iran Divestment Act Certification.
Attention of bidders is particularly called to the requirement as to conditions of employment to be observed and the minimum wage rates to be paid under the Contract, Segregated Facilities, Section 109, and Executive Order 11246. The requirements for Bidders and Contractors under this order, which concerns non-discrimination in employment, are further explained in the Contract Documents and Attachments. Bidders are also required to comply with the provisions of Section 291-299 of the Executive Law of the State of New York.
