SYSTEM-WIDE PARKING LOT AND BIKE LOCKER CONCESSION CONTRACTS
REQUEST FOR PROPOSALS
The Washington State Department of Transportation Ferries Division, operating as Washington State Ferries (hereinafter called "WSF"), is the largest ferry system in the U.S. and the second-largest in the world based on the number of vehicles carried each year.
WSF requests proposals from qualified and experienced firms who wish to be considered for the Anacortes, Bainbridge Island, Clinton, Edmonds, Kingston and Southworth Parking Lot Concession Contracts, as described below. Each Contract will be for an initial five (5) year term, with a WSF option to extend the Contracts for a period of time not to exceed five (5) additional years.
Concession Contracts to manage and operate one or more of the following WSF terminal parking lots in Puget Sound, Washington: parking lots with 1,246 spaces at the Anacortes Ferry Terminal in Skagit County; 112 spaces at the Bainbridge Island Ferry Terminal in Kitsap County; 65 spaces adjacent to the Edmonds Ferry Terminal in Snohomish County; 73 spaces near the Kingston Ferry Terminal in Kitsap County; 204 spaces at the Southworth Ferry Terminal in Kitsap County and a Bike Locker at Coleman Dock, Seattle Terminal. The above numbers of spaces are approximate.
Parking lot management and operations under the new Concession Contracts are scheduled to commence at all five (5) parking lot locations and the bike locker on November 1, 2026.
The Concessionaire(s) will be an independent contractor(s) responsible for the day-to-day operation of the pay parking lots. The principal duties of the Concessionaire include:
(i) collection and processing of parking fees; (ii) routine maintenance and repairs of the parking lots, including re-striping and numbering parking spaces, pavement patching and snow and ice removal; (iii) maintenance of lighting and landscaping at the parking lots; and (iv) parking enforcement.
A firm may submit a proposal for one (1) or more up to and including all five (5) parking lot locations and the bike locker. WSF will evaluate proposals and award a separate Contract for each terminal parking lot based on which proposal is most advantageous to WSF, considering the offered services and concession fees. Prior to proposal development, interested parties should conduct an on-site visit of each parking lot. The RFP package will provide maps of each location.
An optional remote pre-proposal conference is scheduled for 9:00 a.m. on Thursday, July 23, 2026. The proposal due date / time is 1:00 p.m. on Tuesday, August 11, 2026.
Certified Minority, Small, Veteran and/or Women-owned Business Enterprises (M/S/V/WBEs) are encouraged to participate in the RFP process.
